The Social Change Assistance Trust (SCAT) is an independent fund-raising and grant-making development agency. Its vision is vibrant and sustainable communities in rural South Africa.

Its mission is to empower the rural poor, to strengthen civil society and to promote social change. SCAT does this by working in partnership to support local agencies working for development and human rights in rural communities in the Northern, Eastern and Western Cape, the Free State and North West Provinces.

SCAT works with rural community-based organisations that focus on human rights, gender equity, HIV-AIDS and local economic development. These local development agencies are managed by elected members of the communities they serve. They are held stringently accountable to their communities through the organisation's constitutions and annual general meetings.

Community Development

Elliot Legal and Community Development Agency

Situated in the former Transkei in the Eastern Cape this organisation has done a lot to transform its community. Efforts include being instrumental in the upgrading of roads, improved taxi ranks, building of RDP houses, starting a community owned game farm for tourism and entrepreneurship projects for income generation.
